If I put a 1 dollar bill to my letter to Russia or Ukraine?

it should be fine... people don't normally go through mail... as in OPEN it, there are millions or letters coming and going. just make sure when you hold it to the light, you can't see that it's money. :) i've sent money like that before... and it's only one dollar you're talking about.
